Commodore Perry was sent to Japan in order to get Japan to make the Open Door Policy. The United States needed the to trade with Japan so it could get more coal for its commercial whaling fleet and it was interested to learn about Japan. The United states also wanted better treatment of their sailors that ended up in Japan.
